New Orleans, Ninth Ward:

Innards of houses rotting; it would be more work to fix them than to raze them and build from scratch.
Enough destruction: here are some positive things happening:

Biloxi's Buddhist temple, rebuilt
(There's actually a significant Vietnamese population there.)
roofing; salvaging donations from ("looting") the casino barge; planting trees at an elementary school
